The Minister for Health, Hon. Kwabena Mintah Akandoh, has called for a clear separation between the roles of Boards and management in the governance and administration of health institutions.
According to the Minister, Boards and their members must not interfere in the day-to-day running of institutions, stressing that such responsibilities properly belong to management.
“The day-to-day running of the institution is not the responsibility of the Board or Board members,” he stated.
Hon. Akandoh made the remarks on the second day of the Ministry of Health’s High-Level Mid-Year Review Retreat in Ho, where participants are undergoing training on corporate governance and the roles and responsibilities of Boards.
He said a proper understanding of the respective mandates of Boards and Chief Executive Officers was essential to promoting effective governance, accountability and efficient management of health institutions.
The Minister noted that good corporate governance remained critical to ensuring that public resources were used effectively to improve the well-being of Ghanaians.
He further disclosed his commitment to ensuring that health agencies operate under appropriate Legislative Instruments (LIs) to strengthen governance and provide clearer institutional frameworks for their operations.
Hon. Akandoh also urged health institutions to exercise greater prudence in the use of public funds, particularly in relation to expenditure on seminars, training programmes and official travels.
He stressed that decisions on such expenditures must take into consideration the country’s current resource constraints and the need to ensure value for money.
The Minister said the corporate governance training would equip participants with the knowledge required to understand governance principles, prevent institutional infractions and make decisions that promote accountability and effective management.
He encouraged all participants to actively engage in the training and gain a clear understanding of their respective roles and responsibilities to help strengthen governance across the health sector.
